General
The World Scout Moot is an international gathering of 18 to 25 year olds from around the world. Every four years the Moot takes place in a different host country. The first Moot took place in 1931 in Switzerland, with the last two hosted in Canada in 2023 and then Iceland in 2017. The next Moot will be hosted by the Portuguese Scout Federation in the Summer of 2025.
The organisers have confirmed the event will take place from 25 July to 3 August 2025. 'The UK Contingent is exploring the possibilities of providing a Contingent event that may take place before and/or after the Moot. Exact dates for the UK Contingent will be confirmed in the coming months.
The theme for this Moot is Engage. Attendees will ‘Get engaged’, ‘Engage others’ and ‘Engage with others’.
Members of The Scouts aged between 18 and 25 on the first day of the event can attend as participants taking part in the event programme. This means participants will have been born between and including 26/07/1999 and 25/07/2007.
Members of The Scouts aged 26 and over on the first day of the event can attend as International Service Team members, working hard to deliver an incredible experience for participants. This means IST members will have been born before 26/07/1999.
Great question! At the moment we know the Opening Ceremony will take place in Lisbon (or Lisboa in Portuguese). After that participants will join their tribes and patrols and head to their chosen Path. There will be over 100 different paths spread across the country including the Madeira and Azores islands! Main Camp will then be situated at Buçaquinho Regional Scout Centre in Ovar before the Closing Ceremony which will be held in the beautiful city of Porto.
We are aware of the organiser's intention to offer Scout Network members the opportunity to engage with the Moot as a member of the Path Planning Team. As part of the process, National Scout Organisations are asked to provide endorsement of the individual.
As always, the safety of our members is paramount for us. We are in discussions with the organisers about these roles, to get some assurance around that they comply with our rules and to understand what support will be available to these members. Until this is confirmed, the UK will not be endorsing members for these roles.

At the Moot
Go on then! The Moot is a unique event. Participant experience at a Moot is split into two halves, the first half is a 'Path', exploring the host country in a patrol made up of Scouts from different nationalities. It is likely that you could be the only person from the UK in your patrol, so it is a great opportunity to get to know other Scouts from around the world.
The second half is ‘Main Camp’; an on-site Jamboree-style camp joining up with all the other participants where you will take part in a variety of activities from high adventure to Sustainable Development Goals to learning about different cultures.
IST members may volunteer at the paths as ‘Tribe Advisors’, or they may be based at Main Camp preparing the running the site.

Add-On Options Key:

There are four themes for paths: Culture and Arts, Nature and Adventure, Life and Spirituality, Society and Politics.
Participants will be able to express a preference for their path using these themes. We'll provide more information as soon as we have it.
Each path will give Participants a chance to ‘deep dive’ into Portugal with their international patrols. The Portuguese organisers are working hard to create a huge array of Paths across the whole of Portugal. We don’t know much about what the Paths will involve yet, but we know that there will be a range of activities across the four themes: Culture and Arts, Nature and Adventure, Life and Spirituality, Society and Politics.
Our Deputy Contingent Leader, Beth, was a Participant at the World Scout Moot 2017 in Iceland. She says:
“My ‘Path’ was amazing! We hiked, went swimming, did a community project, visited a local museum and an animal sanctuary. What I remember most, though, is spending so much time with my patrol – eating, talking, laughing, and getting to know one another.”
Each participant will be allocated a path by the organisers. They will ensure that there is an even spread of participants across all paths. This will be based on your preference of theme and so you won’t be able to pick a specific path.
There will be 5000 participants from around the globe attending the Moot. The UK will be one of the largest contingents, but there will be a huge spread of nationalities and Scouts from different places to get to know. Some countries, like the UK, will bring around the maximum contingent size of 500, while others will be much smaller.
Yes, you’ll camp and eat with your patrols throughout the Moot, both on your path and at main camp.
Yes, food will be provided for the main Moot event from the Opening Ceremony to the Closing Ceremony.
The Opening Ceremony takes places in Lisbon on 25 July 2025, and the Closing Ceremony in Porto on 3 August 2025.
That’s no problem. We’ll be capturing all medical and food requirements in a future registration phase, make sure you give us as much information as possible and we’ll then work with the organisers.
Finance & Registration
The Core Fee is the minimum fee that each attendee pays:
£1,525 per participant
£1,365 per IST member
- The Moot event fee
- Support & development
- Insurance & admin costs
- Attendance at contingent briefing events
- UK Contingent kit
- £10 towards the UK Inclusion Fund
- Travel costs to or from the event
- UK Contingent Post Event
- Personal equipment
- Additional UKC kit items
- Travel costs for UK briefing events
Once you've paid your deposit, your balance will be paid off across further payments spread out. You can view the payment plan here.
If you are receiving a grant, you will have received an email with a specific payment plan taking into account the grant you have received.
All payments will be made directly and centrally to the UK Contingent via Events Air.

It's super easy! It's important we have the correct and most up-to-date information for you. Please use this portal to update anything that might have changed or add additional information that you didn't have at the time of the last data wave. You'll need to sign in with the email address and password you registered with.
Applications for both Participants and International Service Team members opened on Mon 4 March 2024 at 8:00pm and closed on Mon 1 April 2024 at midnight. We ran a ballot system and took steps to try to make this UK Contingent the most inclusive one yet. You can read more about the application process on our blog here.
A pot of money will be used to offer grants to members of UK Contingent who may otherwise be unable to attend due to their financial circumstances.
Grants for up to 75% of the Contingent fee, with the aim of making sure our grants make a real difference to whether attendees can afford to attend the Moot. The exact value of any grant a person might receive will depend on a number of factors.
Applicants were required to apply for a grant at the same time as completing their application form. Applicants were advised if they had been awarded a grant or not at the same time as being offered a place, allowing them to make an informed decision on accepting their place.
All those who were successful in securing a grant have also received a specific payment plan taking their grant into account.
For Moot 2025, the UK Contingent will be organising group travel insurance. More information will be shared closer to the time.
There are! We've created a template for Participants and IST that you can use and edit to send to employers covering topics such as annual leave and fundraising.
Pods
Our UK Contingent will be divided into Pods, which will include both Participants and IST, and generally organised regionally. Our team have worked hard to make sure the Pod sizes are balanced and best shaped to support one and other. Pods can come together to support each other locally and take part in fundraising, get-togethers, social events and more.
You'll have had an email from us with the name of your Pod included.
Each Pod will have two Skippers, one Participant and one IST. Their role will be to support the Pod, ensure everyone knows what they need to know and to keep in touch with the CMT. Applications for Pod Skippers will be coming out soon.
Your Pod has been decided based on the Scouting area that you let us know you are currently a part of, because this is the information that we have to hand. We understand that many of our contingent may have connections with different places in the UK, because of university, for example. While this will be your ‘official’ Pod, we don’t mind if you want to keep in touch with other contingent members in other parts of the UK, too.

You can! These can be great to get all your Pod members together to network and support each other. Make sure you read our Getting together with your Pod blog to find out more and make sure the relevant rules are followed.
International Service Team
Some IST will become Path Advisors and be based at the different Paths across Portugal helping to look after the patrols and facilitate programme, before joining everyone at the Main Camp. Others will go directly to take on a role at Main Camp, building and staffing, and then supporting activities once the young people arrive. We expect a Job Roles Catalogue to be shared by the organisers in Autumn 2024which will have more information about the roles available.
Once the IST job roles catalogue has been released, we will ask IST to select a few preferences that they would like to do and submit these to the organisers. It is important to note that these are preferences and cannot be guaranteed. Being part of the IST is a great privilege and IST should be prepared to be flexible and carry out any role as allocated by the organisers.
We know there will be a dedicated camping area, leisure area and programme for IST when off duty.
Kit
As part of the core fee, all members of the UK Contingent will be provided with:

We're working with Scout Store to decide what extra optional kit will be available to purchase. More details will be shared when we have them.
Yes, you will need to provide a tent for the Moot itself along with any pre-events in the UK. For the Moot itself, you may be able to share with members of your patrol.
For pre-events in the UK, sharing with fellow members of your Pod may also work, but a reminder that some members of the contingent will be under 18 at our pre-departure events, and under 18’s cannot share sleeping accommodation with over 18s.
No, we understand that any equipment for adventurous activities will be provided by the organisers.
Everyone will need a UK Scout Network/Leaders Shirt for the event. We're not providing this, as everyone should have one already.

These include options for both travel and our post event experience which we are very excited to share will be based in Madrid! We’re now able to provide some further information about the options and their costs.
