What does Explorer provision mean?

The Explorer provision return is specifically for the management of Explorer provision across a District. You cannot use the Explorer provision return to submit data on the young members in Explorer Units. See the section guide for help with that return. You need to submit an Explorer provision return, even if you only have one unit in the district.
