Policy, Organisation and Rules (POR) explains the structure of Scouting in the UK, the Channel Islands and the Isle of Man, and defines information about its training and management.

With a total membership of over 500,000 and over 7,000 Scout Groups, a support structure is necessary and the main purpose of POR is to explain as simply as possible how that structure is organised and how Scouting can be delivered.

We plan to review POR to ensure that it is easy to access, easy to understand and easy to apply to everyday Scouting. We will also be reviewing rules that are commonly questioned or challenged. Any changes to POR will have a wide-reaching impact on the Movement so all changes will be carefully considered.

The review will be led by a project team of volunteers and staff . The project team will conduct membership research to inform any changes made to how POR is delivered to members. They will also oversee the testing of any new wording with members.

2013 version of POR

The 2013 version of POR will be launched in March. This will be in its current format as any changes decided by the above working group will not be implemented by then.
